Sign the internal tank is corroding. Generally a cylinder past this point should be replaced, not patched.

Sediment buildup inside the tank, or pressure issues. May be serviceable, may indicate replacement is near.
An aging cylinder runs less efficiently. A modern replacement often pays back the upgrade in reduced power use.
